CARICOM Wants Ground Monitoring System to Stop Potential Dominican Republic Abuse of Haitian Immigrants

The Caribbean Community, or CARICOM, will ask the United Nations to install a ground monitoring system to ensure the Dominican Republic does not violate human rights during the process of repatriating people of Haitian descent, an official told EFE via phone on Wednesday.

The CARICOM official said that organization’s secretary-general, Irwin LaRocque, and Haitian Foreign Minister Lener Renaud agreed during a meeting this week that the international community must intervene to ensure immigrants’ rights are not abused.
Though no specific details were provided on this request, the official said this initiative follows on the heels of an agreement by the heads of government of the 15-member CARICOM.
The Dominican Republic is not a member of CARICOM although it has applied for membership. Haiti is one of the 15 members along with Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Jamaica, Montserrat, St. Lucia, St. Kitts and Nevis, St. Vincent and the Grenadines, Suriname, and Trinidad and Tobago.

During CARICOM’s annual summit in early July, U.N. Secretary General Ban Ki-moon stressed the importance of respect for human rights and human dignity.

“I have discussed this with the president of the Dominican Republic and trust there will be further progress in resolving this matter, protecting the rights of affected persons, and preventing the loss of nationality,” Ban said at the opening ceremony.

Many people born in the Dominican Republic to Haitian parents faced immense obstacles when trying to obtain the right documentation to register for the National Regularization Plan and only around 240,000 applications were received ahead of a June 17 deadline.
The Dominican Republic and Haiti share the Caribbean island of Hispaniola, with Haiti in the western portion.

Though both countries are poor, Haiti is destitute, and Haitians cross the border to do work that many Dominicans will not do such as harvesting sugarcane.

Haitians have been the target of mob violence on many occasions in recent years and the Dominican government has been widely criticized for its treatment of the migrants.

Martelly assume la présidence de Caricom pour 6 mois

Haïti assume depuis le 1 janvier 2013 la présidence de la Communauté Caribéenne (Caricom). Dans son premier message aux 15 chefs de gouvernement de la région, Michel Martelly a lancé un appel à l'unité. 
Il considère comme indispensable l'unité de toutes les nations pour surmonter les défis économiques, écologiques, sociaux de la région. Le chef d'Etat haïtien promet de tout mettre en œuvre pour assurer le leadership du processus d'intégration pendant les 6 prochains mois avec le dessein de laisser comme héritage une communauté caribéenne renforcée et encore plus dynamique. " La présidence haïtienne encouragera toute politique de développement durable basée, entre autres, sur la promotion de l'économie verte par une coopération fonctionnelle", ajoute t-il. 
Selon M. Martelly les réalisations de la Communauté au cours des quarante dernières années, témoignent que l'intégration n'est pas seulement un rempart contre les défis, mais aussi un moyen pour atteindre un plus grand développement dans cet environnement mondial dynamique et redoutable. " C'est donc, dans l'unification de nos potentialités, que nous serons en mesure de mieux répondre aux adversités, qui menacent de nous submerger, a-t-il insisté. 
Dans le même temps M. Martelly se dit résolu à favoriser le processus d'intégration d'Haïti. Il rappelle que l'insertion d'Haïti au sein de la Caricom figure parmi les priorités de son administration. 
Haïti présidera en février prochain à Port-au-Prince la 24 eme réunion intersessionelle de la conférence des chefs d'Etat et de gouvernement de la Caricom. 
C'est la première fois qu'Haïti assume la présidence de la Caricom. La Présidence tournante de l'organisation sous régionale est assumée chaque 6 mois par un Etat.

Haïti : enfin membre à part entière de la CARICOM ?

Le Bureau de la CARICOM en Haïti, organise actuellement une série de discussions en vue de permettre au pays de participer aux négociations sur les échanges commerciaux de la CARICOM. 
Selon Frantz Villarsseau Joseph, coordonateur de projet, cette activité s'inscrit dans le cadre de la mission du bureau qui vise à aider Haïti à devenir membre à part entière de la communauté caribéenne. 
Il a indiqué qu'avant le 12 janvier, Haïti en tant que membre du marché commun caribéen prenait part activement aux discussions sur les négociations entre la CARICOM et le Canada. 
Et suite au séisme la participation d'Haïti aux activités de la CARICOM a été moins remarquable, selon le responsable du bureau de coordination et de suivi des accords de la CARICOM. Jean Daniel Elie. 
Il croit qu'il est important pour qu'Haïti reprenne ses anciennes habitudes, pour en tirer profit. 
Notons qu'Haïti a signé en 2009 un texte relatif à l'accord de partenariat économique qui devra être ratifié la 49e législature.
